Map the full consequence tree of a strategic decision across three layers, then identify feedback loops and contradictions.

## Analysis Structure

**Layer 1: First-order effects**  
Direct, intended outcomes. List clearly with minimal elaboration.

**Layer 2: Second-order effects**
